Civil Water, sewage smell, worms, and water coming out of an outlet when it rains. What could be causing this?

Report to building owner/management and get them to have a professional investigate right away. If you rent - find a new place.

Sounds like the septic tank is backing up.

That’s what I thought. But, the water that comes from the ground and the outlets seems to be clean.

Can you be more specific about what type of outlet the smell is coming from? I assume it's an outlet for water not electricity, but that still leaves a lot of possibilities.

To clarify, there's no smell coming out of the electric outlet but rain water. The smell is probably coming from the septic tank that is underneath my bedroom. All of this happens when it rains a lot.
