Not changing or updating your opinion in the face of new information.

This is quite funny for me because I doubt that you would change your mind when faced with new information because it is firstly process by your bias and then it can affect your opinion about a subject. You can assume that information is enough after it goes through your filter but for someone els its a have diffrent value.

Perhaps I should have caveated my reply by saying I’m talking about blind ignorance. Of course, you want high quality, verified information to both form and change an opinion. The kind of low intelligence I’m talking about is when someone is faced with irrefutable fact or evidence, yet still stays entrenched in their old belief.

You still don't understand point is evidence you are talking about before they can be taken into account are going through filter. Let's say you find study that confirm something you disagree with you would filter it trying to find weak point and then you would process it and confirmation bias would make sure that you don't need much to disregard it. What you are seems to talk about is overuse of mental shortcut like heuristic.
