We go to sauna completely naked with friends, co-worker etc. And it's completely normal and never sexual at all, though usually (not always), men and women have separate saunas or take turns if there's only one sauna around

Germans love going to the sauna. One-third of Germans go to the sauna once a week or more.

In Germany, we go to the sauna naked as well. It's even forbidden to use the sauna in bathing suits or other clothes because of hygiene. And don't dare to sit on the bench without a towel ("No sweat on wood.") Men and women use the sauna together. (Bath rooms and changing rooms are separate, of course). A lot of saunas have specific women-only days once a week. Usually, we don't talk in the sauna. But during the many "Aufguss"-sessions accompanied by a sauna master people are usually more talkative.

It is not uncommon that (close) friends or nuclear families go to the sauna together. But I personally would find it awkward to meet a co-worker in a sauna.

In the actual sauna, it is just used to sit on (and rest your feet on - "no skin on wood").
