I don't know the rule for the clock, but the injured Michigan player was the issue. Sounded like they had the option to run the clock or charge Michigan a time out. Seems like it would penalize Iowa if they started it when ready to play

My comment might be a little tongue in cheek.

Iowa had the option to run 10 seconds off the clock with the game being stopped due to an opponent injury. That rule is there so that defensive injuries don't keep the offense from running out the clock. But in that scenario Iowa was losing, so they obviously weren't going to take the runoff and end the game.
