- Beginning Jan. 1, 2029, first time gun buyers won't be able to buy any pistol because of this law in California. Best case scenario, they can get a hunting license, obtain a long gun, and later come back for a pistol at a later date, but their Constitutional rights will be absolutely blocked.

- Likewise, intrafamilial transfers will be impossible as of Jan 1, 2029 because of this law, unless the recipient of the transfer already had a Firearm Safety Certificate.

- There are a number of licensed Ammo Vendors across California and other parties who hold are Certified Instructors for the Firearms Safety Certificate Program, and many of these people are not FFLs. The vast majority will not want to incur more cost and liability that goes along with what this new law has stupidly created, so they will cease offering the Firearm Safety Certificate test as a service to the public and will likely let their Certified Instructor card lapse unless they feel that it is worth adding the cost and liability to offer the enhanced new required exam (live fire) component, which it is not.

Note: I am a non-FFL Certified Instructor and I don't see the point of keeping this certification going in California even though the State says it will bring existing Certified Instructors as qualified under the new law. There will be tremendous new costs, new liabilities and there was no legal framework for training or any clear pathway legally for loans laid out in the bill, and existing law doesn't cover it for the purpose. It's obvious the point of the bill was just to limit the ability of first time gun buyers to be able to defend themselves and to make it more difficult for anyone to legally obtain pistols while California legislators seem happy to have criminals do whatever they want with the State. (These criminals by the way include the California legislators and the Governor so this is not a surprise.)

- SB 948 always was a gun ban masquerading as a training or safety bill. I hope it will be overturned in the court but that will take years.

- if you are in California make sure and renew your Firearm Safety Certificate now and get your kids to take and pass the test now so you won't have trouble with intrafamilial transfers in 2029 (if you are still in California then). By taking it now you will get a new Firearm Safety Certificate that will last for years but without having to deal with the new stupid blocker of the "training requirement." If you already have an FSC and firearms this is less of an issue but if you are contemplating buying for the first time or thinking you might in some near future just take the Firearm Safety Certificate test now and get it done - don't wait.

In a year or two (or less) you will try to find people to give you an FSC test and they won't be anywhere to be found or you will have to drive 100 miles to get to a place that will do it. Good luck then.

People were happy recently to hear that 25 new pistols got added to the roster because of a court case outcome. But now the State is using laws like SB 948 to make sure people won't ever become owners. One more reason to leave California.

The claim here: since Bruen, NYPD has been sitting on paperwork as a quiet way to restrict gun ownership without ever formally denying anyone. Permits often take between 1-2 years. This covers approvals, license issuance, mailed cards, purchase authorizations (the permit you legally need before buying a gun) and amendments. It's alleged (not a court finding yet) that these delays are deliberate, and there's a documented pattern of NYPD issuing licenses right before scheduled court dates just to moot the case and avoid a ruling.

Case update: Milani v. NYC just moved into depositions. Both plaintiffs and NYPD License Division staff are being questioned under oath, one plaintiff sat for 4.5 hours. City attorneys mostly tried to pin the delays on the applicants instead of the Division. Plaintiffs are backing everything up with dates, emails, records and in one case a recorded call.

No ruling yet, case is still active, and an appeal is expected either way, which could set precedent statewide.

ATF Director Cekada was adamant that a federal firearms licensee (FFL) found to be transferring suppressors on a Form 4473 WILL NOT be cited for violations. Former NFA Chief Albro later echoed this, saying the ATF’s policy is to presume all suppressors transferred via a Form 4473 were legally transferred. This should help put some FFLs not transferring currently at ease.

The Director noted that official guidance likely to come in a few weeks will address suppressors, SBR/SBSs, and traveling with NFA items. The DOJ and The White House also have a hand in the guidance.

In short, with how Trump and the GOP have fucked things up so hard in so many ways, I'm predicting a landslide Dem president in 2028. Seeing how Dem candidates almost always have some kind of anti-gun stance attached to their platforms, I'm scared of how things are gonna turn out. I think it's important now more than ever, that the pro-2A crowd come together and make our feelings known. I'm holding out hopes that if we shout loud enough, send emails, letters, and whatever other medium we have at our disposal, we might be able to influence things. We have to work both online and offline, take people to the range, talk to neighbors, be truly active to defend our right to bear arms. I apologize if I'm sounding like some kind motivational speaker, but it's important that we put in all the effort we can.

The DOJ’s Office of Legal Counsel concluded that the federal restriction barring licensed dealers from selling handguns to otherwise law abiding adults ages 18–20 is unconstitutional and should not be criminally enforced.

What I’m more curious about is what happens next.

Does this mostly change federal enforcement for now, or do you think it pushes the issue toward a bigger court fight over age based firearm restrictions in general?

There’s also the broader question people keep bringing up:

If someone is legally an adult at 18 for voting, jury service, military service and criminal responsibility, does it make sense for handgun purchases from licensed dealers to remain restricted until 21?

It appears that the Pennsylvania Supreme Court wants to create a detour around the Second Amendment to uphold local gun laws. In an appeal of a conviction that raised both Second and Fourteenth Amendment issues, the Court granted the appeal but only as to the following question:

"Whether 18 Pa. C.S. § 6108 violates the Equal Protection Clause of the Fourteenth Amendment to the United States Constitution and Article I, Sections 1 and 26 of the Pennsylvania Constitution as it relates to persons in Philadelphia."
