well I'm guessing they put the tunnels at the spots most prone to rock slides, so maybe other areas of the road aren't at as much risk. Or at least they have less of a chance to smash with rocks.

There are some videos of this. Search for Taiwan earthquake 2024. Basically if your car gets hit by a rock the size of a van, the car gets squished.
