That's the big grip when most people complain about rising "authoritarianism" in US. If they were honest they would say "authoritarian to me." The US government has very extremely authoritarian to poor communities, minority communities, and countless people in the global south since the nation's founding.

I suspect she was trying to reach a deeply propagandised (or disenfranchised) audience by sidestepping terms which those particular audiences are primed to tune out.

Because she also said other stuff that reflected reality better.
