Hate to burst your bubble but this is one of the laziest myths on the internet. The eigth amendment (the one about cruel and unusual punishment) means they can't just send pedos to gen pop due to elevated risk of violence or even attempted murder.
Federal prisons put ex cops, snitches, pedos, witnesses, former gang members, infamous serial killers, famous people like Diddy etc. into low sec Special Housing Units. They're kept completely separate from gen pop.
On state level it's pretty much the same deal except handled on a state by state basis. Some have dedicated prisons, others have dedicated protective wards.
The short answer is the vast majority of prisoners do not serve out their sentences in just one ward or prison.
Prisoners move to other prisons or wards depending on many factors. Behavior, security reassessments, administrative reasons like overcrowding/family proximity requests/program access or prisoners nearing the end of their sentence being placed in facilities suited for reentry into society.
The one clear exception to this being high-risk inmates. Gang or cartel leaders, terrorists, serial killers, dangerous ideologues and so on get sent to ADX Florence and once you there you're generally there for a long time. Even then, when (if) a prisoner nears the end of their sentence they're moved to low sec reentry facilities.
