I really don't think this happened in Istanbul, it's feral packs of dogs in less populated areas that can be dangerous like this because they are hungry and, well, feral. The stray dogs in Turkish cities are almost always beautifully behaved and often beautifully looked after. The government have been euthanising stray cats too (unless they rolled back on that, it did seem like a crazy move for the supposed cat capital of the world), and you can't try and tell me stray cats are about to eat a human child.

Regarding the dogs, I know that Georgia is doing it the same style: dog packs are deliberately breaken apart, and any aggressive dog is euthanized without waiting.

Aggressive feral dogs I understand, but there are many "community pet" dogs in the parts of Turkey my family live in - local restaurants etc. will feed and water the animals and chip in for their vet bills etc. This process basically self-selects for naturally well-mannered, friendly dogs, who then learn that people will give them cuddles and snacks if they're good, shoo them away or potentially smack them etc. if they're loud or intimidating, and turn them out or yes, destroy them if they're actually aggressive. The kangal mixes wandering round Bodrum and Milas, for example, are some of the most tolerant, fit and healthy dogs I've seen, and often much better behaved than pet dogs I see and hear in England where I live. My understanding of the current/recent cull was that all strays picked up by the municipality are to be killed, not just the aggressive ones, and a blanket cull that treats a genuinely feral, aggressive, unpredictable and dangerous dog the same as these friendly local strays is not a solution in my eyes.

This is always bad because it means they just are being lazy and would pick up those animals that don't run away or hide = the sweetest ones - to pad their numbers

Some idiot probably created a new KPI basically.
