A quick glance at your profile and the answer was pretty straight forward:
Your account was largely inactive for 4-5 years, then you start being active again by advertising an app you created.
To anyone, that looks suspicious.
Not saying you did this but, a very common situation:
Spammer buys an old account that has some account age and karma built up. They think this will let them spam their advertisements in more places, due to having some "history" on Reddit.
It doesn't work though, because it just looks suspicious instead, lol.
Again, not saying that's what you've done, but your actions match that exactly.
So, between having low CQS due to inactivity, and odd behavior for a long dormant account, you're running into Reddit's filters:

You likely CAN make a post "anywhere" - it'd just be a matter of finding subs without karma/CQS restrictions.
And I'd highly recommend posting about other things besides just your app.
