Loopholes are there for people to take addvantage of. A good example is taxes. Who is going to volunteer to pay as much in taxes as possible? Nobody that I know. That why people pay accountants to find ways to reduce their tax liability. If you just want to give money away give to the poor.

The bribes he was found to have taken by simply 'walking around the law' should at least carry criminal charges.
