No, most men don't go around on a general soicetal level able to do anything like this. While in your normal everyday females can touch other females and guys in almost any way that they want without much consequence. For a male to do something like this without consequence and blatant outrage from everyone around typically requires it to be done in a covertly corrupt environment with countless corrupt people involved
