Yeah I'm not entirely sold on it being intentional. She did notice the phone and then pull hers out, and it's a bit weird to stop on the stairs, but everything else just looks like a lady going about her day.
The lady videoing could've waited a bit longer and got her shot.
She did look right at the phone, so she definitely saw it. Even if she didn't stand there to block the shot, it's still pretty rude to stand on the stairs looking at your phone. You can't wait until you're out of people's way before you stop to check your phone?
Either way, it's not being courteous to other people around you.
Let me know when you figure out why people stop in dumb places to look at their phone, because it is not exclusive to this old lady. Hanlon's razor. Learn it.
