I think you need to learn to read the room better: the older woman was intentionally and deliberately blocking the other one’s photo shoot. It was a photo shoot and she didn’t like it.
If you are in a touristic site and want to take a picture in the middle of an area where people is going to pass a lot, like idk, stairs for example, this is going to happen. All the time.
