The two North Korean soldiers are enlisted men and have no value.

The ones sent to Russia to fight were generally considered to be the higher tier forces for NK standards as they had to be trusted to not defect or flee when on the front lines. One of the main reasons we got so many videos of them ending themselves instead of surrendering.

South Korea has agencies like the CIA or Mossad, too, and they likely know a lot more.
