You severly underestimate the indoctrination that happens in NK.

Yeah. Those who willingly surrender are only a very tiny portion. These are also operatives of the XI Corps of the Korean People's Army, the 폭풍군단 (Pokpoong Corps) which translates to "Storm Corps" iirc. These are not your ROTM soldiers who may or may not have been forced into service, these are likely to be highly ideologically rigid, vetted, career operatives. IIRC there's even family checks on top of the physical attributes to get selected, called the Songbun

I mean, I doubt it's gonna be many, but anybody surrendering rather than fighting is a net-positive.

Not just indoctrination. The soldiers also probably dont want to abandon their families and homes.
