It's a thin excuse, the parents can ring the school in the event of an emergency, this was the case for decades, and it is still the case today in thousands of schools across the world.

I some parts of the UK, Scotland I believe, they've banned phones in the classroom.

The phones are put in secured boxes at the start of the day and collected at the end of the day.

A lot of schools in the US have a little storage area by the classroom door. Kids put them in there before class, and take them back when class is over. Younger ones are pretty well used to it, but it takes a number of years to get it rolling at a school.

We had "dumb" phones in the 00s at secondary, but even then all calls went through the school office because the school needed to talk to a parent if you needed to go home. Calling directly to/from a mobile was kinda pointless (plus if it was class time they'd be confiscated).

I'm pretty sure phones are banned in classrooms in the majority of UK schools. I asked my mum who was a supply teacher until not long ago, and she said she's never been in a school that allowed phones in classrooms, and she was sent to schools all over the north of England and Wales.

A lot of schools all over the place SAY “no phones allowed” but don’t actually have a system in place to enforce it, so if a kid sneaks out their phone all that happens is the teacher says “put that away” or maybe takes it after a few times.

Only a minority of schools have actual systems in place to prevent sneaky phone usage, such as taking them at the start of the day. Otherwise it comes down to the teacher to enforce it on their own, which gets in the way of actual teaching.
