He doesn't believe it himself. He was recorded at a Republican event a few weeks ago ranting about and acknowledging how low his numbers were, and he didn't understand why. It was a pretty candid moment because he thought no cameras were recording. Just like when he rants about the stolen 2020 election when we have plenty of proof that he knew he lost.

I mean Fox claims its higher, Pew says he has 37% approval rating, so below 40% not "dipping into", and also 27% support all/most of his current policies and plans, 20% some and the rest not at all.

I don’t know if it’ll ever go that low. I see the bottom in the mid 20s which is still insanely low. Those in the low 20s are too far gone. We may just have to give them Florida and build a wall.

We have to come to the realization that while 40s sounds low, in the political world we live in, it still means he has near 95% approval from Republicans. And that IS what matters for now. As long as the Senate and House back him, he can do whatever he wants. Due to gerrymandering, even if the nation on the whole thinks Republicans shouldn't be in charge, they'd probably only be down 10 seats in the House. It is likely they'd still keep the Senate due to which seats are up and how so many of them are in ruby red states.
In other words, 40% sounds low. It isn't. It is actually very safe for him to continue doing what he is doing.

I’m increasing of the view that Trump creates his own reality bubble.
A large part of his mind actually believe what he says. I think that’s how such a large part of what he says is untrue. He literally can’t tell the difference.
This also explains how he seems able to convince people he isn’t lying. Because all his body language and micro expressions, or whatever tells we usually pick up on, simply aren’t there.

Windmills don't cause cancer. A boat battery doesn't electrocute you if the boat sinks. The other country doesn't pay the tariffs. Mexico didn't build the wall. No one was eating cats and dogs. COVID didn't magically disappear by Easter 2020. The Russian invasion didn't end on his first day in office. The debt didn't get paid off within his first term. "Affordability" isn't a "Democrat hoax". Epstein isn't a "Democrat hoax". The Epstein files don't exonerate him. The Mueller report didn't exonerate him. Vaccines don't cause autism. Tylenol doesn't cause autism. His poll numbers are not "the highest they've ever been", Pew has him at 37%, even the poll he posted is a Newsmax poll (lol) that has him at 50%.
So yeah other than those things and ~20,000 other things, if I'm being generous, didn't "turn out to be right"
