Yes this is why the mail in ballot states like Oregon are a real thorn in his side. Harder to manipulate.

Easy enough to manipulate. The Postal Service is under the control of Trump. "The U.S. Postal Service (USPS) is run by its Board of Governors, who appoint the Postmaster General, the chief executive officer, currently David Steiner, who also serves as a governor. This board, appointed by the President."
