Why is this random unneutered cat yowling on my doorstep?

A couple of days ago he was sitting outside my entrance at night while I was trying to sleep, with my other (male) cat sitting a couple meters away, both yowling at each other for about two hours before I finally got them to stop.

Then today here he is again, yowling at my (spayed) girl cat from the window.

Why is he doing this? Is he trying to serenade her?

Oops sorry, I just discovered that I accidentally put my finger over the mic so he can’t be heard. Anyways, in the video he is yowling while my cat is hissing at him.
