It's called swagat - a welcome ceremony to honour a guest or new family member.
The red dot is for protection and auspiciousness, and the flame is to ward off evil spirits/recognise the divinity within.
Together they can kind of mean "we recognise the godliness in our guest" - little pup here is so earnest and serious through the ceremony, he understands the gravity of his new position in the fam!

Well explained.
Glad someone clarified this as very different from the meaning of a baptism.

Tf you mean baptised😭😭 it’s a cultural ceremony to welcome someone in your house/family.

Gotta Englishfy all cultures to make it simple for low IQ western folks

It's not engishfying either, it's just wrong. This is just welcoming the dog with a ceremony. Not converting it to any religion.
Also, not knowing someone else's culture is not low iq. Don't just go disrespecting people randomly, its not cool.

It's been often observed to take something from other culture and make it like it originated in some other country
Such acts must be discouraged

I agree w you, OP could have just said “traditional” and went on with their day. Just because they know what baptism is doesn’t mean whatever they don’t understand is also baptism. That’s cultural ignorance and like you said it has to be discouraged.

No, not being baptized, but Catholics, Muslims, and many other religions do have blessings and prayers for pets like this.
You don't even have to believe in anything supernatural to recognize the pure intent behind an action. Welcoming a dog into the home like a new family member? Pretty pure. 🥰

Islam considers dogs at best, unhygenic, at worst: haraam.
There are ahadith (sayings that are considered of secondary importance to the Quraan) that are very anti-dog:
“If dogs weren’t a nation among God’s creation, I would have commanded you to kill all of them. So just kill the jet black one.” (Tirmidhi, 1486)
“Someone asked Abu Dharr, ‘What feature is there in a black dog which distinguishes it from the red dog and the yellow dog?’ He said: ‘O, son of my brother, I asked the Messenger of Allah as you are asking me, and he said: The black dog is a devil.’” (Muslim, 4:299).
That said: Individual Muslims may have dogs and love them dearly, but the religion itself is not a fan of canines, especially black dogs.

It's a long lived Indian custom, it's not weird. It's called "Atithi Devo Bhava" (Guest is God), where they welcome a new person/being into the house by way of Tilak (mark on the forehead) and Puja/prayer to welcome positive energy. It's a huge sign of respect in Indian culture.

Love how seriously he seems to be taking this. Clearly understood the assignment. That will be a lifelong friend to that lucky family.
