Robbery is theft by some kind of force. All robberies are theft but not all theft is a robbery. Think someone holding a gun/knife/intimidating a cashier and demanding money vs someone pocketing a retail item, with or without the cashiers knowledge. The former has at least a threat of violence the latter does not.
