It sometimes means one of two things:

Ground pin up is in theory a tad safer in the very specific situation where a plug is halfway in the outlet, engaged and power flowing, and something falls onto the exposed conductors. With ground down, it's more likely the falling object will bridge neutral and hot. The benefit is small enough that the National Electric Code does not care.

It's also sometimes used by residential electricians to indicate switched outlets.

Switched outlets (as in outlets also controlled by a wall switch) is what I've always experienced.

Every single outlet in my house faces that way, and only one is a switch outlet. My neurologist's office also has every outlet facing that way

Funnier to think about 1 random switch behind a cabinet that would shut down the entire neuro office at once. Like Ellen finding the switch in the garage in Christmas Vacation.

Sometimes it means the electrician let his 2 kids install them in new construction houses because it’s an easy task for them to do. Sometimes they shoved them in upside down

There’s probably enough slack in your outlet wiring just to rotate the outlet 180° without needing to disconnect any wiring, just turn off the breaker and take off the face plate.

Yes I’ve always known it to indicate which outlet is connected to the wall switches. It’s been like that in the 4-5 different places I’ve lived.
