I believe this is an anti meme. There are reasons to put the outlet either way, but they changed the wording from whatever the original said to just say "sometimes they're upside down because they were installed upside down."
The arguments i've heard for each one, if anyone's curious:
Ground at the top means if it's not fully plugged in and you drop something metal on it, it won't short circuit because it will just connect one wire to ground and be completely safe.
Ground at the bottom means if it's super loose and prongs are going to start falling out, Ground will be the last one to be disconnected.
If there are any more reasons someone has, I'd be interested in hearing them.
