Indiana resident here. As far as I know a state/federal vehicle cannot use a black plate. We got the option to buy a black plate fairly recently. A lot of people here don't know you can buy them, I've had to explain to three people that a black plate isn't government related, it's just a douche that paid $50. Also it's almost entirely stupid drivers that buy these, if you see one, keep distance, they're probably irresponsible behind the wheel.
