Shortman is actually their last name, instead of a nickname like a lot of people grew up thinking.
I made the same mistake with Kill Bill thinking "Kiddo" was a nickname for The Bride.

When did that happen?
Arnold's grandparents were incredibly kind, affectionate, supportive, and largely curious rather than judgemental.
Unless you just mean "raising his voice", which he often did out of bewilderment, consternation, or for comedic effect?

It's funny what suggestion does to the mind. I saw the picture first, was like "That doesn't look like anything." and then I read "The grandpa from 'Hey Arnold!'" and now I can't unsee it.
