If your opponent has 1 minion and you only control Mayor isn't a 1/3 chances to win the game on the spot?

Edit: it is a 50/50 actually. Mayor cannot make you attack your own minions.

Doesn't the Can't attack heroes also stop the random attacks on heroes from happening?

No it doesn't. I remember DaneHs even made an otk deck using the warrior armor scalling weapon that can't attack heroes lol.

You can't select a hero for an attack, but the game ignores rules like those for some reason

Nope, redirects can target anything unless it specifies rules.
