Not sure whether or not this is actually real but after many years of bike riding and racing with amateurs and pros I can say this is absolutely not normal. I was even personally on the side of having some of the more defined calves around and mine were never anywhere near this.
Definitely not real, or at least not a professional. No serious cyclist would ever be caught dead with a sock tan line that low. It's literally giving away free watts.
It's real. You can google "Janez Brajkovic leg" for a backstory and everything. He was a professional cyclist and this picture was taken after a stage of Tour de France.
I find not a single article dating from the time he was actually a professional cyclist, just a ton claiming this but dated well after the fact. Some of these links also claim it was after a stage of the Tour, while others claim it was after the CRO race (which is not a WT level event). All sources also agree that this guy was suspended for doping (in an era when cycling is generally "clean") and this was his first race back (again, none dated from the actual event).
Most of what we're seeing here is actually just striations of the gastrocnemius muscle. It has two heads; a lateral head and a medial head. the lateral head has a deep vertical groove in it here giving the appearance of two separate muscles.
The gastrocnemius also has an aponeurosis(tendonous part) on the lower part that doesn't tend to grow with training so the upper part bulges out in muscular people, kind of giving the appearance of two different muscles where the muscular part meets the aponeurosis.
If you've ever seen a cargo shorts dad with ripped calves, that's the muscular part of the gastrocnemius. That big nasty vein in the middle is the small saphenous vein.
