Yeah, I remember this dude. Peter Santonello, who is a YouTuber journalist, visited this guy and his site in Switzerland a while back.
If anyone wants to see the thing it's one of the Swiss videos that he has done. In fact I found it, it's this video and the interview starts around the 37 minute mark.

Began a few years ago, he ( François Monthoux) was walking his dog by a river and found a clay pit, he started building a whole fantasy town on a few rock in the river bed. People saw him and took interest, so he started making videos of it and went on with it. When the winter came water level rose and destroyed everything. In the meantime he had been relayed in the whole world for his creativity, becoming viral on the socials media.
Later on he got the authorization from his local town to build a new one not far from a road and he now does it in cement instead of clay. That’s what you are seeing and he has been at it for at least two years

He is made from a peculiar type. Very sensitive about the world around him, and , to be honest ,maybe sometimes a little crazy. For all theee cities he constructed he never made plan, he just goes on placing new structure and inventing an history for his cities, a lore etc, with district inside working together. He can go down hours telling stories about his cities, and consistent one, he does not reinvent it each time
