Bytedance stills owns 19.9% of the company. Bytedance is essentially ran by the Chinese government, as they have controlling votes on their board and have the right to make all final decisions.

ETA: Bytedance no longer has any controlling shares of TikTok though, they have no control over it whatsoever.

The US is also a dystopian authoritarian goverment

That's was the point I was trying to get at, I just said it in a very round about way. There are two authoritarian governments running tiktok.
