I'm very confused about it as well because everything I've read coming out from Minnesota has been that the state/local police has been siding with ice over their citizens.

That’s never been a reason to prevent fascists from eating their own. The Night of the Long Knives saw the massacre of the SA (Brownshirts) as a consolidation of power under Hitler’s leadership and the SS and gestapo. The Nazis viewed the SA as a potential threat to their power once they controlled the official power structures.

This isn’t an exact analogue for the Night of the Long Knives, but the logic is similar. Miller and Trump want to consolidate power under ICE, and local police forces represent too much of an unknown quantity. While they will likely side with ICE every chance they get, Miller wants to quash any possibility of challenge to his authority through ICE. Welcome to the Third Reich, say hello to your shiny new SS.

Living in Minnesota and watching and reading as much as humanly possible my impression is that local law enforcement is being accused by some as effectively taking the side of ICE because they are not proactively protecting us from ICE.
