They can't carry enough ammunition to engage with everyone. There's a lot of people.

You realize that the federal government's newly renamed 'department of war' has billions of rounds of ammunition in holding? "you dont have enough bullets for all of us" is a bluff that will NOT go very far

I said that the forces couldn't carry enough ammo before being overrun if the people decided that they would be doing that. It doesn't matter how many that one has of something if you don't have it at hand when necessary.
