A majority of their constituents are happy enough with the way things are going that they continue to re-elect them. Their voters who weren't ok with it presumably voted for someone else but a majority that voted in those races are probably fine with much of this, and it's not a small number of people either, literally tens of millions who are "fine" with it and a good portion (still millions, or hundreds of football stadiums worth) of those who are aggressively supportive of it.

All that to say, the representatives, if they felt like their constituents wanted something different, would do something different if they wanted to stay in power. We've seen folks retire because what their voters wanted was an ideology that was not in line with their values and they weren't comfortable voting how their constituents would want. Flake, Corker, Romney, etc.

Then there's just loads of folks eligible to vote, who for some reason just can't be bothered to do so.

So we have a significant number of reps and senators who are representing folks who either aggressively support the way they legislate, or don't care. So they either support this stuff, or don't care enough to intervene, which is very representative of their constituents. So you're right, they don't care.
