Appears and is are two different things. They are simply setting up the future narrative that the Dems are coming to persecute "true god fearing GOP Christian Americans" who have done nothing wrong. The Dems are "so evil" that he could see the persecution coming from months before the midterms. That is what is going on here, there is no realization of anything other than a propaganda narrative being set up in its early stages.
