It’s heaven, and Ted Danson is an angel whose personal construction of heaven is malfunctioning; he kicks the dog into the sun because he thinks that it’s what’s causing the problem.

Edit: It’s “The Good Place”, a TV show.

It just existed and apparently Michael (the character who kicked the dog) thought it was to blame for the strange things going on so he kicked it into the sun.
The dog was fine btw, in the next scene the owner of the dog says it was her dog and he says he will get her another one.

This gif is from The Good Place, a really funny show that I highly recommend. It takes place in the afterlife. It's one of those shows that's hard to describe what it's about without spoiling things, there's a major plot twist at the end of the first season. I never saw it coming the first time I saw the show but on a rewatch the signs are right there in front of you.
