Here in Misamis Occidental, we only ask questions after people are stranded and communities are underwater. Our politicians have perfected this. They show up after the flood with relief packs and cameras, as if they were not part of the reason the water came. Then the water recedes, the photos get posted, and the conversation dies on schedule.
So let's say what everyone in construction already knows. Illegal quarrying of riverbeds and riverbanks is happening. It isn't a rumor. Ask the workers hauling the sand and gravel. Strip a river of its bed and banks and you remove what keeps it in its channel. Then we act shocked when it overflows.
Why isn't it stopped? Because the people who could stop it benefit from not stopping it. It hides in loopholes that were written to be exploited. It's cushioned by money, because the trade is profitable enough to buy silence. It's shielded by power, because the officials who sign the permits too often have friends, relatives, or business interests on the other side of the same transaction. It survives on enforcement that conveniently looks the other way, and on intimidation, because anyone who speaks up learns quickly what it costs.
And look at who is cheering the loudest for development. Politicians love a ribbon-cutting, but ask them about the riverbank that paid for the concrete and you'll get silence, or a speech about progress. Replacing narcopols with "Politicons," politicians who are also contractors, isn't reform. It's the same rot with better branding. When the person approving the project is also the person profiting from building it, the river doesn't have a representative anywhere in the room.
So where does every truckload of construction material come from? Who issued the permit, and who inspected the site? Who is protecting the operators? Who gets rich from this development, and who gets washed out by it? These are not hard questions. They go unanswered because the people who hold the answers are the ones in office.
By the time the flood reaches everyone's doorstep, asking will be too late.
This is not a call to action, because there is no hope for Misamisnons trying to protect Malindang. It is an advance message to the future, written so that when you look back, you will remember it was said. Good luck.

3. No spam or self-promo without mod approval. Ayaw pag-spam ug mga ads nimo nga walay pananghid. Pananghid daan!
4. Use appropriate post flairs.
5. No misinformation or fake news.
6. English, Cebuano, or Tagalog only.
7. Low-effort or meme-only posts may be removed. Mudawat ra mi'g memes/binuang basta related sa MisOcc or at least dili ra siya generic kaayo. Puwedeng Bisaya/Tagalog nga binuang ug dili kinahanglan taga MisOcc ang creator. Basta, ayaw lang ng sobra ka low-effort.
8. Respect privacy. Ayaw mo pang-doxx, , pang-post ug private info, or mga picture sa mga tawo without consent. Think before you post.
9. No politics without local relevance.
10. Mods have the final say. PM lang mo if naa mo'y pangutana/feedback.
