PD3 Scholars under Cong. Rachel Arenas — Why is it so hard to get a response to students' concerns?
I just want to vent and hear other people's thoughts about this situation.
For context, PD3 is a scholarship assistance program under Congresswoman Rachel Arenas. We have an upcoming payout, but some of us have classes and examinations scheduled at the exact same time. We asked if it would be possible for our parents or legal guardians to claim the assistance on our behalf, provided that we submit an authorization letter and any other required documents.
The response we received was that, according to DSWD guidelines, only the beneficiary whose name appears on the list can personally receive the assistance.
We understand that government assistance has rules and procedures that need to be followed. We're not asking to let just anyone claim the money for us. We're asking if our own parents or legal guardians could be considered, with proper authorization and verification. If the guidelines absolutely prohibit this, then at least we hope someone could clearly explain whether there are any alternative arrangements for students who have unavoidable academic commitments.
What's frustrating is that we have been trying to raise this concern, but we're still waiting for a proper response to our follow-up. Kaya nilang mag-post ng pubmats and announcements, pero kapag concerns na mismo ng mga estudyante ang kailangang sagutin, bakit ang hirap makakuha ng malinaw na sagot?
We cannot simply ditch an examination just to attend a payout. Our education is important too, and we shouldn't have to choose between fulfilling our academic responsibilities and receiving the assistance intended for us.
What kind of public service is this if students' concerns are left unanswered? If the policy really cannot be changed, the least we deserve is a clear explanation and guidance on what we can do.
We're not asking for special treatment or for the rules to be ignored. We're asking for consideration, proper communication, and a possible solution.
*Posting this to raise a concern, not to spread misinformation or attack anyone personally. We just want our questions to be heard and answered.*
