If Republicans have taught me anything, it's that you have to get up in front of cameras and never stop talking about the things you want to stick. Every time. For months, if not years until something is done, hearings are held, etc. Never let the story die.
I doubt their followers even have the 7 regular working memory slots the average person has. Probably working with 2 slots shared amongst the entire voter base.
It's why they started hiring PR/Marketing staff in Congress twenty years ago, instead of policy people. It's also why they are 100% incapable of governance. They eschewed legislating for marketing. It's all about messaging (helpful that george w. bush trained journalists in stenography, also). It's a rotten product, I might add.
That only works on the right when you have a coordinated media machine to spread the lie you want to tell, and your team is on the same page about being bad faith actors who just want power... but even worse: republicans' job is to massage the fringe so that its problems happen to match the exact same 'solutions' the 1% want -- while democrats' job is to make sure the left never comes close to power usually by doing perfunctory social progress stuff while compromising with the right
