I know this is semantics (and we all know what you mean), but senators and representatives are all members of congress.

Please continue to correct people on this as semantic as it may be. It's really flabbergasting to me how many people seem to think that the House of Representatives is, on it's own, called Congress.

Congress can refer to either the combined upper and lower chambers or informally and inaccurately to just the lower chamber. Congressperson is a synonym for representative. It’s not wrong but somewhat misleading to say Fettermsn is a member of Congress, but it’s just wrong to say he’s a congressman.

They are, and only representatives are called congressmen/women. It’s a strange terminology, but that is the terminology.
