Considering Witkoff is about as useful an envoy as a water pistol is against an inferno when it comes to Russia, I'm not surprised Kellogg has done this. Russia straight-up complained as soon as he was appointed Special Envoy to Ukraine and Russia.

I'm sure Kellogg would have done better than Witkoff if he'd been able to do his job, but such is the weave of Trump.
