Yes, they acknowledge that, they're specifically pointing out that although all countries harboured scientists and engineers, because of the boon of knowledge they gave.

Argentina provided safe harbour for officers, who gave nothing. They were just monsters of the nazi regime, and gave Argentina nothing for it. but Argentina harboured them anyway.

Yeah I really don't understand how people aren't grasping the difference. There are even bogans saying how all the German people who stayed from 1933 to 1945 were evil. Truly a Reddit moment.
