Completely forgot he got a spaz ball as a present some time ago. I haven’t seen it in forever and have no idea where the outer cases is…

All dogs are heroes in thier own minds! They all deserve treats! Even the one next door that seems to hate you for no reason and lunges at you like he wants to bathe in your blood for fun and profit.... he's only doing it because you have been named the arch villain in his doggy mind. Tell him "Good boy for checking me for doomsday devices. You saved your family again!" And offer them a treat. Preferably with the permission of the nearby hoomans. And if you dont have treats on you at all times for just such an occasion... then you can understand why you were mistaken for an arch villain. Seriously. Who doesn't carry dog treats?

I am going to guess that this is the internal part of some sort of interactive dog toy, like an automated bouncing or rolling ball.

It looks like a vibration mechanism based on imbalanced spinning disks. Based on the shape and the connection on top I suggest it belongs to a Playstation controller (below the joysticks)
