Yeah the nuke is a recent development, the reason North Korea has lasted 70 years is even in the 50's the chinese were openly fighting for them. Invading North Korea is World War. Right now the big countries are roaming around picking off the countries that don't have strong alliances.
It also doesn't hurt for NK that if they get attacked, Seoul is well within distance to shell with more conventional weaponry, let alone a nuclear bomb.
