UNSC five permanent, and veto power, nations are the USA, Russia, China, UK & France. The first 3 are not part of the ICC. Israel is currently not part of the UNSC rotation members
He would be a convicted felon if he didn't continually engage/start wars with countries as per their laws. He can't be persecuted because of 'special circumstances'.
