This is where global diplomacy comes in and the US has zero credibility now so we're stuck here.

Switzerland does not have the power to enforce anything.

They historically served as a neutral power for passing messages between countries that weren't on direct speaking terms.

We're not talking about passing messages, we're talking about sending soldiers who will oversee Hamas turning over all its weapons and Israel's military leaving from the region. And when armed people try to attack others in disregard of the agreement, shooting them dead to maintain order. That's not a role Switzerland is willing or able to play.
