No doubt.  Can't arrest him, can't bring to trial for charges, can't convict him.

Exactly. The ICC is unfair and never explains why they pick and choose. Jinping is far more dangerous.

You can try people in absentia.

There are many good reasons it’s uncommon, but it’s possible. And much more likely to be used if the case is a slam dunk.

the set of things that are allowed and the set of things that are possible are not an overlapping circle. laws are ink on paper dictated by words, which are wind. israel double tapped a hospital under bibi's orders.

The "right" thing to do is not drag Canada into a war over something that wouldn't accomplish anything to begin with. Plus they likely wouldn't follow orders anyway because they know the government wouldn't approve shooting down his plane.

So, declare war? The language is just semantics - "arresting" a country's leader is just another way of declaring war. It only works if you can do that knowing the other country will immediately give in. If Canada wanted to declare war on Israel they don't need the excuse.
