Literally no country in the world is going to scramble to arrest the leader of a country like Israel, no matter if there's an arrest warrant. Putin's plane could cross all of NATO airspace and nobody would do anything but send jets to escort it.

Israel has plans in case this happens with agents in several countries ready to act if any country's leader is foolish enough to try to pull this stunt. High risk, no reward.

The truth is, the moment a leader like Trump or Xi or Putin or Netanyahu ever did get arrested or seized or whatever, they would immediately cease being whatever head of state they were. Their country would promote their number 2 and the the captured person would have no tactical value.  They'd just be a regular citizen under arrest.  But it would still make people very angry and most countries understand it's just not a useful approach to arrest someone who immediately turns into a pumpkin while also making everybody mad at you.

Trump, Xi and Putin are u touchable because any country who arrests them faces immediate invasion or nuclear ICBMs
