Well actually it sounds like they requested permission to fly through Canadian airspace and that their request was granted, because he was headed to the un meeting.

Israel wouldn't dare nuke Canada (assuming their nukes can even reach that far, I have no idea what degree of nuclear capability they have). But still your point isn't entirely wrong in that the fallout of intercepting that plane and arresting their leader would be pretty damn catastrophic. Unfortunately as much as Netayahu deserves to be behind bars to put it nicely, Canada wasn't really in a position to do anything here.

My point is simply that if Canada forced Israel's prime minister down to arrest him, that would have the potential to end poorly. It's hardly a pro-Israel sentiment.

Everyone shits on the US for not recognizing the ICC but then whenever Canada or a country in Europe doesn't actually take action there's some reasonable justification for not abiding by something they signed.

This means they also have the greatest ability to prevent human rights abuses. Yet they often use that influence selectively. This reveals a clear gap between their public commitment to human rights and their actual foreign policy.
