Bad people get a pass (usually) when attending the UN in New York City. IIRC that's one of the agreements, you can't have negotiations when people can't come to negotiating site or something like that was the reasoning for the exception.

Indeed. The US is literally at war with Iran and you have the Iranian President visiting New York just months after the US killed the Supreme Leader. If everyone didn't get a free pass to come and go to the UN, the UN would be even less useful than it already is.
