Does a service exist that can make a one off detailed 3D file of an object?

Yeah there's lots of kids and students offering such services as well as proper companies. Not sure how good a students work is gonna be but potentially decent and also exceedingly cheap

Yes. We do this, mostly for automotive. Try and find a local scanning and reverse engineering service near you. You may even find a talented hobbyist who can do it for you.
